  BUSINESS PARTNER REGISTRATION  
 
             
  Registration Requirements Summary  
  If your organization has a business relationship with PennDOT related to Construction Contracts or Consultant Agreements, your organization must register as a business partner.  
 
  Municipalities must register as a government sector business partner.  
  participate in PennDOT construction contracts  
  providing funding and expecting reimbursement  
 
  A private sector business partner can register to do business as one or more of the following:  
 
  Construction Contractor  
  Prime Contractor on any construction contract  
  Sub Contractor on any construction contract  
  DBE Supplier  
  Service Provider (for example, hauling, mowing, snow removal, etc.)  
 
  Consultant  
  Prime or Sub Consultant providing engineering design or construction services

  Bonding Agency  
  Insurance agency/agent that produce Performance and Payment Bonds on behalf of a surety company.  
 
  Surety  
  Company that holds the Performance and Payment Bonds  
 
  Printing Partner  
  Prints construction plans for contactors  
 
  Grade Crossing - Electronic Document Management System (GCEDMS)  
  Railroad facilities involved with PennDOT projects with maintaining grade crossing inventory information.  
  Business Partner agreement and on-line registration must be completed requesting access to GC-EDMS.  
 
  Utilities Relocation - Electronic Document Management System (UREDMS)  
  Utility Companies and Municipalities involved with PennDOT projects to submit and view utility relocation documents through the web.  
  Business Partner agreement and on-line registration must be completed requesting access to UR-EDMS.  
 
  A firm can be registered to "Do Business As" multiple business partner types at the same time.  For example, if your company provides Consulting Services to PennDOT as well as Construction Contractor work (for example as a Sub Contractor), check off both Construction Contractor and Consultant for the "Doing Business As" section of the electronic registration form.  
 
  Please note that Business Partner Registration does not replace the Prequalification and DBE Certification processes.  The Prequalification Office phone numbers are: (717) 787-7032 and (717) 787-3733.  
 
             
  Registration Instructions  
  If your organization meets any of the requirements above, register to become a PennDOT Business Partner by doing both of the following steps:  
 
  1.   Complete and submit the paper registration agreement  
  a.   On the Internet at www.dot2.state.pa.us, click on "Business Partner" on the navigation pane on the left side of the screen.  
  b.   Click on "Registration" in the navigation pane. The Business Partner Registration home page is displayed.  
  c.   Select "Private Sector Organization" if your organization is a business.  Select "Government Agency" if your organization is a Municipality.  Make sure the correct selection is made before you view the Business Partner Agreement.  The agreement will change based on this selection.  
  d.   The paper copy of the registration agreement form as well as the instructions for filling it out can be viewed and printed from this page.  Click on the "Download or Print Instructions" to download or print the form.  
  e.   Mail the completed paper registration agreement (only the four pages marked as Page 1 of Four Pages, Page 2 of Four Pages, Page 3 of Four Pages and Page 4 of Four Pages) to:

  Please note that it typically takes 2 weeks from receipt by PennDOT of the electronic form and correctly completed paper form for PennDOT to complete the approval process and send email notification to your company.  
 
  2.   Complete and submit the electronic registration form.  
    a.   The electronic registration form can be accessed from the Business Partner Registration home page mentioned in Step 1.  
    b.   Make sure "Private Sector Organization" or "Government Agency", whichever is appropriate, is selected.  
    c.   Click on "Register" at the bottom of the right side of the screen.  
    d.   On the General Information tab, select one or more of the appropriate "Doing Business As" selections as defined in the Summary of Requirement to Register section of this special notice.  
    e.   Enter information into at least all the required fields (noted by the dot preceding the field name) on all 5 tabs of the electronic registration form.  You navigate from tab to tab by clicking on the title of the tab (such as Legal Address).  
    f.   Click "Submit" at the bottom of the screen.  
 
  Registration for the Bridge Management (BMS2) system also requires Business Partners to read the CONFIDENTIALITY and SECURITY OF BRIDGE INFORMATION, and return completed form D-494A.  
 
             
  Approved Registration  
  Once the registration for your company is complete, an email will be sent to your security administrator (as designated on the electronic registration form) with their User ID and password.  This User ID and password will be used by your security administrator to:  
  Establish other User IDs and passwords for users within your company.  
  Assign users in your company to security groups, allowing these users to see and enter/submit information for your company based on the level of security provided by the security group; delete users for your company; and reset passwords for your users.  For security group definitions click on the specific business type: Bonding Agency, Construction Contractor, Consultant, Municipality, Surety, Printing Partners  
 
  For change of address, phone/fax numbers, security administrator, to add another relationship type to your account (e.g. Design-Build), or to provide information on change of officers for your organization; provide the new information in a statement on your company letterhead and signed by the authorized signatory then Fax to (717) 214-8943 or return by mail to:
